City Manager's Office

Garland is chartered as a Home Rule City and operates under the Council-Manager form of government. The City Council appoints a professional Manager to administer City operations and to serve as the Chief Executive Officer of the City, while the Council is responsible for City legislation and policy-making. In general, the job of the City Manager is to see that all laws and ordinances and all policy directives of the City Council are carried out.

Responsibilities

The Manager is responsible for the appointment of all City employees. The Manager makes budget and other recommendations to the City Council and advises the Council of the City’s current conditions and future needs.

CITY MANAGER BRYAN BRADFORD

Bryan Bradford became City Manager for Garland on May 1, 2015. Bryan served the City in several roles including Assistant City Manager, Director of Organizational Development, Managing Director of Budget and Research, and Senior Managing Director.

Prior to public service, Bryan had a successful career in the private sector as the Vice President of the Lindee Corporation and later as the Managing Partner of UNITS. 

At Lindee, a holding company, Bryan was involved in a variety of business sectors including manufacturing, oil and gas, agriculture, retail, equity investing and portfolio management.

Bryan Bradford

As the Managing Partner of UNITS, Bryan was responsible for developing and managing a successful franchise of retail clothing stores.

After selling UNITS to JC Penney’s in 1991, Bryan chose a career path that better fit his desires to make a positive difference in the lives of others and the community. This led to his enrollment at Texas Tech University and completion of a Master’s degree in Public Administration in 1993. His previous education included a Bachelor’s degree in Business Administration from Abilene Christian University in 1982.

Bryan is a member of the International City Manager's Association, Texas City Managers Association, Government Finance Officers Association and serves on the Board of Trustees for Baylor-Garland Hospital and the Board of Directors for the Garland Chamber of Commerce. He also holds a Black Belt in Six Sigma.

Bryan is married to Teria Bradford and they have two daughters, Shawntee’ and Haleigh. Bryan and his wife are active in several children’s charities including Dillon International Adoption Agency and Boles Children’s Home. In his leisure time, Bryan enjoys sailing with his family and is an avid reader.
